A seemly easy question, but it took me all over the Bible and many interesting thoughts. So short answer is yes, I think that Jesus is capable of offering life to everyone because he was the one man who ever lived as a man without sin. Because of this, He has the legitimate ability to offer Himself up as a sacrifice. His willingness to take my place, your place, and the place of anyone who will accept His gift, he can offer life.
Hebrew 4:15 For we do not have a high priest who cannot sympathize with our weaknesses, but One who has been tempted in all things as we are, yet without sin.
Hebrew 7:25 Therefore He is able also to save forever those who draw near to God through Him, since He always lives to make intercession for them.
John 10:27-28 My sheep listen to my voice; I know them, and they follow me. I give them eternal life, and they shall never perish; no one will snatch them out of my hand.

Well done! The power of Christ to redeem his creation is the same power that made Creation. The Creator of all things is able to redeem what he has created.
You point to the worthiness of his sacrifice on the cross. That act paid the price for our sin. The second part is his willingness to accept us and call us to him.
The third part, as you mention, is our response. Are we willing to be called? Are we willing to turn to Him? Are we willing to turn from our dependance on the things of this world?
