This was to fulfill the word of Isaiah the prophet:
”Lord, who has believed our message
and to whom has the arm of the Lord been revealed?”
For this reason they could not believe, because, as Isaiah says elsewhere:
”He has blinded their eyes
and hardened their hearts,
so they can neither see with their eyes,
nor understand with their hearts,
nor turn—and I would heal them.”
Isaiah said this because he saw Jesus’ glory and spoke about him.
There is a lot in this short passage from Isaiah. John includes these words from long ago because they refer to a human condition rather than a particular time and place.
So what is the condition that Isaiah is referring to? Unbelief?
There is an interesting and puzzling interrelationship here between the sins of Israel and the punishment of God. Apparently, there is a line, that once crossed, is a step too far. The anger and jealousy of the Jewish leaders have brought them to a place of no return. God has decreed that they will continue on the path they have chosen; the path that leads to the murder of Jesus. Yet even at this point, God is merciful. After the deed is done Jesus prays: “Father, forgive them, for they do not know what they are doing.” (Luke 23:34)
Let’s Discuss: How should we respond to a puzzling passage of Scripture?
We should seek to better understand the passage and do the work/study to get there. We should also trust in God as we approach difficulties or doubts – they indicate needed growth rather than a failing on God’s part.

I agree that we should always be inclined to study the Word so we can better understand the Author’s intent. When we do not have the time, or have not completed our study, we are left to trust as you point out. Trust is such an essential ingredient for a happy life. Without it we are left to rely on our own limited resources.
For one thing we should realize that even Peter had problems with some passages as he spoke about Paul’s writings saying that Paul wrote some things that were hard to understand.
And the prayers did the Psalmist
that God would open his eyes that we might be called wonderful things from his law.
And then I guess is Paul told Timothy to study to show yourself approved unto God a Workman that needs not to be ashamed rightly dividing the word of Truth.
And do as Paul prayed for the Ephesians that God would give them a spirit of wisdom and Revelation that they may know him better.
